Can I rent out my whole HDB flat in Singapore? MOP and tenant rules for owners
Thinking of renting out your HDB flat? See who can rent out a whole flat, how the Minimum Occupation Period works and what HDB says about who can be your tenant.
Direct answer
Only Singapore Citizens who have fulfilled the Minimum Occupation Period (MOP) can rent out a whole HDB flat. HDB states the standard MOP is 5 years (as of October 2026, see HDB eligibility to rent out a flat). Tenants must also meet HDB's conditions, including the Non-Citizen Quota for non-Malaysian foreigners. Check your own eligibility on My HDBPage before you advertise.
Who can rent out a whole HDB flat?
HDB states that Singapore Citizens who have fulfilled the Minimum Occupation Period can rent out their flats, and that Singapore Permanent Resident owners may not rent out the whole flat (as of October 2026, see HDB eligibility to rent out a flat). Owners who are Permanent Residents have a separate option for spare bedrooms, which has its own HDB rules.
Before you list the flat, confirm your position with HDB rather than relying on memory or a neighbour's experience. Rules and policies can change, and a tenancy that does not meet HDB's conditions is a problem for the owner, not just the tenant.
How does the Minimum Occupation Period work?
HDB states that the standard MOP is 5 years, and that for a non-subsidised flat bought from the open market without a housing grant before 30 August 2010 the MOP is 3 years (as of October 2026, see HDB eligibility to rent out a flat). For an original purchaser, HDB counts the MOP from the purchase date. After a transfer, it runs from the effective date of the transfer or the date the owner was added as an authorised occupier. After a part-share resale, a fresh MOP runs from the effective date of the resale.
HDB also lets owners print a confirmation of eligibility to rent out the whole flat through My HDBPage after logging in with Singpass (as of October 2026, see HDB eligibility to rent out a flat). Keep a copy with your tenancy papers.
Who can you rent the flat to?
HDB lists the eligible tenant categories: Singapore Citizens, Singapore Permanent Residents, and non-citizens legally residing in Singapore who hold certain passes valid for at least 6 months at the application date. HDB also states that tourists are not allowed as tenants and that tenants must not be tenants of public rental flats or owners of other HDB flats, with stated exceptions (as of October 2026, see HDB eligibility to rent out a flat).
The Non-Citizen Quota applies when any tenant renting the whole flat is a non-Malaysian non-citizen. HDB sets it at 8% at the neighbourhood level and 11% at the block level, and says that if the quota is reached, only Singaporeans and Malaysians can rent a flat in that neighbourhood or block (as of October 2026, see HDB eligibility to rent out a flat). Malaysians are not subject to the quota, and the quota does not apply to bedroom rentals.
What should you do before you advertise?
- Confirm you meet the MOP and are eligible to rent out the whole flat, using My HDBPage.
- Decide the type of tenant you want, and check that your preferred tenant is allowed under HDB's tenant conditions and the quota.
- Prepare a clear listing with only facts you can verify, such as the flat type, floor area and what fittings are included.
- Take dated photographs and prepare an inventory so the starting condition is recorded.
- Get the tenancy terms in writing. See our tenancy agreement checklist for landlords for the clauses to cover.
What happens after you find a tenant?
Put the agreed terms in a written tenancy agreement and plan for the paperwork that follows, including stamp duty on the tenancy agreement. Record the handover condition with the tenant and keep copies of everything.
Once the tenancy starts, repairs, rent records and renewals need steady follow-up. If you would rather have one point of contact, see rental and property management, where scope and fees are agreed in writing with Alicia before the tenancy begins, or contact Alicia to discuss it.
Frequently asked questions
Can a Permanent Resident owner rent out a whole HDB flat?
HDB states that Singapore Citizens who have fulfilled the Minimum Occupation Period can rent out their flats, and that Singapore Permanent Resident owners may not rent out the whole flat (as of October 2026, see HDB eligibility to rent out a flat). HDB separately allows Singapore Citizen and Permanent Resident owners to rent out spare bedrooms, so check HDB's bedroom rules for that case.
How long is the Minimum Occupation Period for renting out an HDB flat?
HDB states that you can rent out your flat after fulfilling the 5-year MOP, and that for a non-subsidised flat bought from the open market without a housing grant before 30 August 2010, the MOP is 3 years (as of October 2026, see HDB eligibility to rent out a flat). The MOP start date depends on how you acquired the flat, so confirm yours with HDB.
Can I rent my HDB flat to a foreigner?
Often yes, subject to HDB's conditions. HDB lists the eligible tenant categories, notes that tourists are not allowed as tenants, and applies a Non-Citizen Quota of 8% at the neighbourhood level and 11% at the block level when any tenant of a whole flat is a non-Malaysian non-citizen (as of October 2026, see HDB eligibility to rent out a flat). Malaysians are not subject to the quota. Confirm the quota position and the tenant's pass with HDB before you sign.
