Rental Property Repair Approvals: A Landlord Checklist

A practical Singapore landlord checklist for repair requests, quotations, spending approvals, contractor access and completion records.

A tenant reports a dripping tap, an air-conditioner problem or a faulty fitting. The immediate question is often who can organise the repair. Just as important is deciding who approves the quotation, how the contractor gains access and what records are kept afterwards.

For Singapore landlords who travel, work long hours or manage several properties, a clear repair approval process can reduce repeated messages and prevent work being ordered before its scope is understood. This checklist helps you prepare that process with your tenant, property coordinator and contractor.

Agree on responsibilities before the first repair request

Start with the tenancy agreement and the management scope you have agreed. Do not assume that every repair is automatically the landlord's responsibility, or that a property agent has authority to approve spending on your behalf. Responsibilities depend on the specific agreement, the circumstances and the work involved.

Write down who receives the tenant's request, who arranges an assessment, who obtains quotations and who gives final approval. If you want a coordinator to approve small jobs without contacting you each time, agree a spending limit and any exclusions in writing. Define whether that limit includes assessment charges, materials and follow-up visits.

Keep a separate instruction for urgent situations. A suspected electrical hazard or active water leak may need immediate action to make the premises safe. Your normal quotation process should not delay appropriate emergency help.

Ask for useful information from the tenant

A complete first message can save several rounds of clarification. Ask the tenant for the location of the issue, when it started and clear photos or a short video if they can provide these safely. For an appliance, the brand and model may help a contractor understand what needs assessing.

The tenant can also explain whether the problem is intermittent, whether it affects daily use and what access times are possible. Avoid asking someone to dismantle equipment or investigate an unsafe fault. Photos are a starting point for coordination; they do not replace a qualified contractor's assessment.

A useful request might read: “The kitchen tap has been dripping since yesterday. Attached are a photo and a short video. We are available for access after 6pm on Wednesday or Friday.”

Check the quotation before approving work

Look beyond the total price. Ask what the quotation covers, whether an assessment fee applies and what could lead to an additional charge. A quote for a replacement part may not include the same scope as a quote for a complete replacement.

Confirm the proposed work, the items supplied, labour, disposal where relevant and the expected number of visits. Ask the contractor to explain whether further approval is required if a different fault is found. Keep the agreed quote in the same conversation or record as the approval.

If the work changes after inspection, request the revised scope and cost before authorising the change. This gives both the landlord and the person coordinating the job a clear reference.

Coordinate access and preparation

Once a quotation is approved, confirm the appointment with the tenant and contractor. Identify who will be present, how entry is arranged and whether the building has contractor access procedures that need checking.

For work that affects water, electricity or air-conditioning, ask what disruption the occupant should expect. Let the tenant know any practical preparation requested by the contractor, such as clearing the area around the fitting. Do not promise a completion time until the contractor has confirmed it.

If a visit cannot go ahead, record the revised arrangement so that everyone works from the same information.

Close the repair with a complete record

After the job, retain the invoice, the description of the work completed and any warranty or follow-up information supplied by the contractor. Where suitable, ask for completion photos and confirm with the tenant whether the reported problem has been resolved.

Keep maintenance records by property and by item. This helps you identify recurring issues, understand previous work and provide useful information at the next assessment. It is also helpful when planning the property's preparation before a future tenancy.

A repair record does not need to be complicated. The original request, approved quotation, appointment, invoice and completion confirmation give you a practical starting point.

Frequently asked questions

Can my property coordinator approve every repair?

Only within the authority you have agreed. Set out the scope, spending limit and situations requiring your approval. Clarify how urgent situations should be handled when you cannot be reached.

Should I approve a repair based on photos alone?

Photos help explain a request, but some faults need an on-site assessment. Ask the contractor what can be confirmed remotely and what remains uncertain before agreeing to a final scope.

What should I keep after the work is completed?

Keep the request, approved quotation, invoice, completion details and any warranty documents. Store them where you or your coordinator can retrieve them easily.
